Do not judge the mechanism by the finish
An attractive exterior can conceal worn rollers, loose hardware or a counterbalance problem. Explain the movement change and any sound heard at the time of failure. Leave an unstable door unused and provide available identification without climbing around the assembly.
Keep replacement options distinct
If repair can retain suitable sections, the proposal should say so. If a new assembly is recommended, ask why and review it as a separate project with the Town’s applicable process. That preserves a clear distinction between necessary mechanical work and choosing a new appearance.
Your questions
Can a good-looking door still be unsafe to operate?
Yes. Appearance does not establish the condition of lifting hardware or the operator. Changed movement deserves assessment.
Will every noisy hinge need replacement?
The condition and cause need to be evaluated. Noise alone does not identify a particular failed part.
